What if you live in a mildly affluent city where everyone knows your name 
You don't want to be reprimanded by grandma and Pastor Smitty
But seriously, most departments would love to have the video cameras, if not to just cut down on UOF incidents. The problem is the 1) upfront cost of outfitting everyone with a camera, and 2) cost of backend systems to make it all sync up and actually work.
