This is true because of the student::professor ratio component.

I can see arguments for both sides here. On one hand, some students might benefit from more personal attention from the professor. On the other hand, big universities tend to attract the top professors (especially in STEM fields), so the course content is probably better in those environments but USNWR doesn't necessarily measure that.
