I believe the rule would not apply to the last 2 minutes of the half...because player safety doesn't matter then.

Still. A team down by two scores with 3 mins left in the 4th quarter has to sit there and watch the clock run down
Would be amazing if the rule passes and LSU is in the situation against Bama. This site would implode
