Yes, yes it does. Believing that races shouldn't commingle is a textbook definition of racism.
Just because a person chooses not to date a black/hispanic/asian/arab guy/girl....or white/black/hispanic/arab,etc guy/girl don't make them a racist. If so then this country is FULL of racists both black, white, hispanic, asian, Arab, etc.
There's a lot of asians that don't believe in dating outside of their race and they are far from racist. Just like there's a lot of native american tribes that only date native americans, same goes for arabs. I guess they are racist huh.

I think he's referring to people who don't approve of OTHER people dating inter-racially.

That's not the same as saying someone doesn't "like" it.
If you're white and have only dated white people, then whatever. If you're white and have only dated white people because you believe it's wrong to do otherwise, then you're racist.
But, yes, I do see your point in a way.
