It applies to the Feds far more than it does states, any state, at any level.

So, given that the NCAA is basically a Federal-type bureaucratic mess, the question is would we rather have the NCAA try to fix themselves or states get involved and try to throw something against the wall that sticks.

BTW, I do believe there is a hidden agenda buried in this Mississippi proposal.
