It is a rule.

What i was talking about is when a defensive lineman tips or deflects the ball it becomes a live ball therefore the receiver is an open man. If the guy in that picture is the one that tipped the ball, he had him wrapped up before the ball was tipped therefore it is not a live ball and is playable by the receiver.

This is what I was referring too. If a lineman did tip the ball then I would agree. That has never been made clear to me about that play. If the guy in that picture is the one that tipped it then the defender got there early and it would be PI
