Your bilge pump may not be grounded properly or may have a cut in the wire

Check to see if something is keeping the impeller from turning.

It's bilge.
You have a short in the line.
Check all wiring to the fuse.
Make sure it's not frayed, etc.

If the wiring is old, re run a new wire and run the new wire all the way back to the source. (Switch). You can use your old wire as a pull string.
