How about Bugsy Segal? Created a Mecca in the Desert (Arkansas wishes if had a desert to make it interesting) but was killed before he was able to enjoy the spoils of his labor because he was distracted by a woman?

We've got Hot Springs which was a Gangster's Paradise of sorts before Vegas.
