Birmingham is doing fine financially.. I get so sick of people assuming Birmingham went bankrupt.
Birmingham downtown population and growth is rising..
Railroad Park, Regions Field, numerous loft developments, The Westin and The Uptown District are just some recent new developments.. Heck, the ol dome expansion has came back.

Who typed anything about B-ham going BK? If you read the article, that is not B-ham's major malfunction. B-ham has worse problems and just happens to be located inside the county that filed the largest municipal bankruptcy in the history of the United States of America ... and ironically, most of it has to do with sewers which, btw, definitely does affect and involve B-ham.
Regardless, it is what it is. Read the article, combine it with the poor leadership in the city and county, and what you have is what I stated before, a formula for B-ham to become the Detroit of the South ... or even, let's say, the South Bend of the South. Either way it's the same.
