When will we get back to 85, or closer than where we're at right now?

No, we are allowed 85 just like everyone else. However, because of attrition we only had around 65 active.

Err... Yes. Can still only sign a max of 25 in any one year (reference the Nutt rule by the SEC.)

We will still be under 85 after signing day but should be around 80.

Actually, I think you can sign 27. But you only have 25 scholarships to give out every year.
