Yes, that is the way I am understanding it. Here is a link to the plan. They have since worked out the zoning issues and construction has now begun from what I could tell.

Cedar Crest was the neighborhood behind the old Krispy Kreme and Express Oil. With the Mayor's new plan he wants to really push the village feel of the new retail developments instead of just a simple shopping center. I would expect a Midtown feel from most of the new larger shopping venues. I would also expect some new student housing of some sort, it is to close to the UA campus for that not to be prime real estate for some developer.

WOW If they follow through with these plans, it will be GREAT for Tuscaloosa and the University of Alabama.
