If it doesn't, then every crooked slime ball from sea to shining sea will use this to get money for their boy. Dude admits what he did on national TV and there are no implications.

Again, the NCAA and SEC are not bound by criminal law, but by any possible interpretation, the act of Cecil Newton’s “agreement to receive” funds from Mississippi State via Kenny Rogers renders Cam Newton ineligible to play for any SEC school.

The bylaw does state "receive or agree to receive" renders the athlete ineligible. But that can be interpreted 10 different ways to sunday to save all parties involved from extreme embarrassment. Looks like AU gets off scott free here

I don't think I have ever seen that footage of Cecil doing that could you please link that? I would like to see it. No sarcasm here I am serious.
