You either did not read the article or you have comprehension issues. The TPD never said they would bar him from the game. They said they would be trying to locate him if he comes so as to keep an eye on the situation in case a crowd forms or any fights start.

I read the quote only. Maybe it's a misleading quote, but I didn't bother reading the article.
