It would depend on what systems he'd fit into, what kinds of plays, sets, formations the team runs. A good example would be Ben Roethlisberger. He would be a terrible fit on the Saints (among other teams), he plays in Pittsburgh and has two Super Bowl rings. He is a good QB (not a great one) and he has succeeded where he plays. Likewise Drew Brees would not fit in some of the offenses around the league.
