Would a student on an academic full ride scholarship be able to sell their books back to the bookstore that gave them the books?

The answer is yes, and soon if not already, that will be the case for all scholarship students.

Bama is getting an insignificant punishment for a BS rule that is being changed. Yes, the rule was in place at the time, and Bama will pay its little price, but those athletes did the same thing that any academic scholarship student has been doing forever.
You can't discriminate like that and get away with it.
