Jackson is probably the center of the SEC WEST... the SEC East... not so much.
Birmingham, geographically makes the most sense. Atlanta is less than 2 hours from Bham and has the facilities to handle crowds, ergo it gets the SECCG every year.

Alamodome opened in 1993. In 1990, San Antonio's MSA was about 1.3 million, which is about what Birmingham's is today.
The comparison is spot on.
