It can just mean he was being identified as someone they really wanted if he entered the portal, but he never went into the portal to allow contact.
Otherwise he would have said they never got him to transfer, because if you are talking to him, you aren't exactly trying to get him into the portal, you're trying to get him to transfer and the portal is just part of it.

He didn't say "we couldn't get him to enter the portal."
He simply said they ranked him as a top target "but he didn't enter the portal."
