You can pour gasoline from a can into a vehicle. EV chargers, particularly public ones, have some sort of connectivity/interface.

"Geekboy, you posted wrong think on the internet yesterday and we don't want your bad attitude to spread amongst the populace, therefore your EV charge is limited to 13.4 miles, just enough to get to work and back."

You'll definitely drive your arse to work to provide labor for the elites, but you won't be driving from your pod in the city out into the countryside to join the rebellion.

The real reason for ethanol mandates is it gives gasoline a shorter shelf life so you can’t hoard it.
