In this instance, it was a very important indicator, and it was not confirmed upon review. That is all it takes to overturn the call on the field.

The defensive player was trying to dislodge the ball from the receiver (ordinary tackle). The defensive player led with his shoulder and made contact the the receivers chest. This in turned caused the ball to dislodge. However the jerking motion of the head causes the brain to “bounce” off of offensive player skull due to the shear force of the blow. There is not one element of targeting. If you want the NCAA to institute a rule that deals with excessive physicality, draft it and send it to them.
