Seems to me that the fans supported specific drivers more than they supported the sport. When those drivers retired, so did the “fans”.

Yeah this is a copout on their part. It's not that hard to find a new favorite driver once your driver has retired or God forbid, died on the track. I've done it twice, when Senior died, Junior and Tony Stewart were my favorite drivers. When they retired, I became a Chase Elliott fan.

It's a catch-22. NASCAR gained/grew in popularity partly thanks to the larger-than-life personalities that coalesced at the right time. Earnhardt's cult was so strong, it carried over to Junior's entire career (despite Jr. never even coming close to living up to his old man's rep/results on the track). Smoke. Gordon. Etc. Fans rooted for the drivers and got into their rivalries like football and basketball teams. When those personalities retire, it's very difficult to fill that void.
