Yes. But with or without the fixed opponents it still takes six years to complete home/away rotations through the whole conference
But we've been told historical rivalries were important. When there's not even a down side they might as well play them.
And do the home/away on consecutive years. It makes every opponent played into at least a two game series (and avoids changing the divisions literally every year)

With the 2 rotating cross pod games it allows you to complete it in 4 years I think....that's why I don't think there will be permanent cross pod opponents.
Maybe 5 years to complete home and home.
