The answer is Murray. The second best team in the SEC in 2002 was Dennis Franchione's Alabama team. Murray and co would have beaten them by 2-3 TDs.

2nd in the NCAA and 1st in the SEC with 148.8 rating
Also was 2nd in the SEC in TD passes.
Not sure who or what you're comparing em to or
just remember his bad games but Belue was a very
goob QB while at UGA.You can only compare him to
those he played against and the era that he played.

Once again, it is not a fair comparison. Out of all the QBs UGA had going back to the beginning, there can't be one deemed the "greatest."
For example, Murray may have a ton of passing records and if one deems that to be one of the greatest, then every single QB up to this era of modern-style won't even be considered. The characteristics of each era have to be taken into consideration - in which saying the best from each era would make a hell of a lot more sense than overall greatest. Were the athletes/schemes/etc from the 20's, 30's, or 40's (for ex) like they are today? Then, how can a logical comparison be made?

So? That doesn't really mean squat. For starters, finishing in the top 30% isn't really all that (considering there were 10 SEC teams then). Also, it wasn't really a pass heavy league. He had the same benefit that Nick Marshall got last year. When everyone expects it to be a run play, the handful of times you pass it's gonna help you.

He threw for 1600 yards, 12 TDs, and 9 INT that year. Big whoop. How bout our national championship year? He threw for 1300 yards, 11 TDs, and 9 INTs. And less than 50% completions.

Honost to God your post is so full of idiocy I don't know where to start.
You're really comparing a Vince Dooley offense in the late 70's/80's to a CMR offense 30 years later?
Then you just compared Buck Belue offense to Nick Marshall
and the AU offense?
Why don't you look at the QB posistion while VD was HC and then get back to me.
No,its not. It's the greatest UGA QB period...and I also saw Fran Tarkentons name mentioned...which is one reason why it's unbelievably stupid to use numbers to compare QB's in completely different era's. Fran averaged 6 TD's a season while at UGA BTW

Compare Belue's stats to other Georgia quarterbacks from 1978 (when Dooley scrapped the veer) to 1990 and Buck is head and shoulders above every other quarterback from that era. In 1981, Belue was 2nd in country in pass efficiency rating, behind only Jim McMahon. Belue was 5th in the country in yards per attempt and completion percentage.
As the years have gone by, Belue has become criminally underrated because of his stats against Notre Dame and the view that all he did was hand it to Herschel. You put Belue on that 1982 team and Georgia probably has another national title. I wouldn't rank Belue ahead of Zeier, Greene, or Murray; but I do think he would be a successful quarterback at Georgia in today's offense.
Eric Zeier and Wayne McDuffie came along in 1991 and forever changed the role of QBs at Georgia. (and the SEC)

Fran Tarkenton, Buck Belue, Ray Goff, Eric Zier, Hines Ward (few snaps), David Green, Dj Shockley, Matt Stafford, Aaron Murray and soon Hutson Mason.

You kid, but he was a pretty special QB. I had to laugh when Joe Cox thought he was going to repeat DJ's success. If that Shockley team hadn't fallen asleep in the first half against WV they could have had much better year. I felt like they all went out and got hammered the night before the bowl game.
On another note you guys all gave great points regarding the previous UGA QBs but it seems a much more difficult job to come up with a consensus "Greatest UGA QB" than naming the all time great UGA RB. The truth is we've had the privilege of experiencing several great QBs in UGA history. Unfortunately the stars did not align for them to get that elusive "NC".
