It's hard to say because there are way too many variables.
Contenders are probably Spurrier, Saban, Neyland.
I lean towards Spurrier. The way he dominated and changed the entire SEC philosophy at UF then turned a historically bad SC program into a consistent winner seals it for me. Saban's run at bama is impressive but I have to think it would not be nearly as good if bama didn't pay the most for recruits giving him a consistent significant advantage. That isn't a flame, it is just what it is if you want an honest discussion of who the best coach is.
I don't know enough about Neyland and the landscape back then, but looking at his career record, winning percentage and championships, he is in the discussion.
Bryant gets the #1 spot from me. His time at UK and the turnaround at AtM in 1 year puts him over the top for me. That is on top of his accomplishments at bama. His record at bama is second to none, he gets dinged because he intentionally scheduled as weak a schedule as possible to help the record and also played with a stacked deck with players from bama boosters, and particularly a lack of scholarship limits which eventually made GT decide to leave the SEC. But, he was an impressive winner even at UK and AtM when playing with inherent disadvantages.

This stupid shite again. General Neyland won 7 Conference titles while at Tennessee. He did this while missing 6 years and having one of his most successful stretches interrupted by war.
I mean, the guy won the SEC 3 years in a row 1938-1940 until he went to war. The way he was rolling there's no reason to think he wouldn't have gotten a couple more in the next 5 years.

Spurrier. He was a pioneer and offensive genius who changed the game.
