Shug Jordan hit the invasion beaches of North Africa, Sicily, Normandy, and Okinawa under fire, earning a Purple Heart and a Bronze Star in the process.
Robert Neyland graduated from West Point, served in France during WWI, and managed the Burma Road in the China/Bumrma/India theater in WW2, earning the Distinguished Service Medal and Legion of Merit.
Paul Bryant saw no combat action, but performed admirably when the converted liner he was serving on was rammed by an oiler. He then performed the risky duty of coaching the North Carolina Pre-Flight football team for the rest of the war.
So, assuming Shug is #1, I guess I'd have to give Neyland the #2 spot.

FWIW, if I was picking #1 my choice might be Wallace Wade. He did it from scratch while many other SEC coaches had somebody else to help them set such lofty standards. A similar view may be Rupp at UK for bringing elite basketball to a conference and setting the framework for others to flourish in.
Course if you combine Wade and Thomas, you get Bear Bryant, and the Bear played at Alabama during this time.

I'd say the Bear is No. 3 and Vaught is No. 1 with Neyland at No. 2. How can a coach be No. 1 when they run from the best teams they could play? Bear was always a scared little bitch.

In all sincerity, both Saban and Spurrier are better coaches than Bryant.
The SEC wasn't nearly as competitive during the 60s and 70s as it has been in the last 25 years. Fact.
