I actually think this is where a lot of the action is going to take place.
I think the rule as proposed will be rejected this year but will be repackaged as something that will require/help officials administer the game better/differently on the field next year.
Player safety issues aside (I realize that's a powder keg topic), many of the officials seem incompetent/inconsistent with the current format of running to spot the ball as fast as they can, checking to see if the offensive team subbed, making decisions about whether to stand over the ball / not stand over the ball / how long to stand over the ball, in addition to making all of the other pre-snap penalty determinations they have to make. I think eventually we will see some rule that addresses this and give some uniformity / clarity to help the officials.
It may be something as informal as the NFL where the officials basically just refuse to get in a hurry / have pace of play dictated by the offense, and you basically have the equivalent of a de facto 10 second between end of play / possible beginning of the next play system that the proposed rule calls for.
