The NCAA has an exception which allows for player safety and correction of recently introduced rules to be addressed every year. Basically, Gus is saying it's not for player safety, so let's handle this by protocol.

If Saban is being deceitful, (WHICH HE IS, where is his statement or interview) if he showed up at the annual AFCA rules meeting to talk about the tempo offense as it relates to potential injuries just to bend ears and gain an advantage on the field (Which most agree he has), he’s not the coach we think he is (he is not).
He’s just some fraud who has somehow stumbled arse-backward into coaching and developing a monster program that recruits and wins multiple national championships on its own.

Yep, the rule change in 2008 that moved from the 25 sec clock to the 40 sec clock and how the refs made play ready is the issue. The 10 sec rule is just a counter to the unintended consequences of the 40 sec clock.
Basically if that rule change would not have happened then coaches like Gus wouldn't be nearly as successful. Kudos to them for taking advantage of a rule change.
