I'm going to put it to you this way, and this is the best I have:
Scenario 1: Your buddy sets you up with a girl and tells you she's a 10. "Sexy with a great personality." You meet her and she's a count who's a 6. (This would be Gus saying AU's goal is a top 10 defense and then not delivering. AKA Over promising but under delivering.)
Scenario 2: Your sets you up with a girl and tells you shes a 7. "Cute and pretty cool." You meet her and she's really cool and an 8. (This would be Gus saying AU's focus is on defense and improving upon it going forward, but not stating likely unobtainable goals publicly . AKA Under promising but over delivering).
Pick one.

Wasn't Gus the one whose core philosophy was that "defensive yardage stats don't matter"?

Regardless, you can have a Top 10 Defense in terms of scoring and not have a Top 10 Defense in yardage. I'm not going to pretend to know what Gus meant by his comment, but there's some wiggle room there

Muschamp had to de-"Ellis Johnson" that defense last year. By the end of the year they were playing at least average defense. If he had stayed, they would have been a top 10 Defense this year. I expect they will be good regardless who the DC is this year.

We really don't know how good or bad Steele is. LSU's secondary played their whole careers in man coverage. The switch to zone was an absolute disaster. Let's see how he does in Auburn...

Well, considering Jay Jacobs gave Gus a contract extension for going 7-6 and playing in the Birmingham Bowl, I'd say you're correct.
