In most places (maybe even all) it most certainly is when one is 14 and the other is 18.
In Alabama, it is called 2nd degree rape. Someone under the age of 16 cannot legally consent to sex - which includes a BJ. If the prosecutor pushes the issue (which is often determined by the desires of the parent) you will indeed find yourself a registered sex offender for life and quite possibly serve prison time.
The fact that both are in high school has absolutely zero relevance. The one and only thing that matters is the age of the participants.
Alabama's law is in line with most of the rest of the country and some surprising places are much stricter. California's a straight 18, with greater than 3 years age difference being a felony and less than 3 being a misdemeanor.
Louisiana's is 17, with a 2 year age difference 'Romeo and Juliet' window if both participants are between the ages of 15 an 19.
Call it stupid if you want, but that is the law.
Edited to add: Honestly not posting about the Hill incident, I don't know the facts of the case. I'm merely responding to the 'sex among consenting high school students is not illegal' comment.

I think it's a ridiculous law. I have seen situations where a parent pressed charges for this when two people were dating in high school and the guy gets branded for life for being a sex offender for "carnal knowledge" of a minor that he ends up marrying. One case I saw the guy had a birthday and for three weeks they fit the criteria for "carnal knowledge" of a minor and then she had a birthday and they no longer fit the criteria. They still convicted him and he is now a sex offender for the rest of his life.

you are losing sight of the actual law he broke. there is a difference even if under age between consensual and not.

ETA, now under 13 it doesnt matter as far as consent

Depends on the crime. Most arrests under Muschamp have been for typical college stuff (misdemeanor pot possession and underage drinking).

So you're fairly confident there's no players on Tenn that didn't do what Hill did in high school? For real dude? Or are you confident that there's none that got caught? Additionally are you confident that there's no Vol player that's been in a fight of some sort? Think about it. College kids, bars and hot tempers. Not a possibility? Truth is all SEC roosters have kids that have done these things and worse. You're supporting them and screaming for them from atop your high horse all season long. Most of them aren't "violent predators" or "thugs". They're just kids making immature decisions. Most of which respond and grow and mature. All I know is if Mettenberger and Hill room together during away games, that state should put out a APB warning the females to take precaution.

I added an addendum to my post. I don't know enough about Hill to discuss it, I was just referring to the 'sex amongst high school students' statement.
As far as Hill goes, the whole thing is a moot discussion. The state convicted him of a misdemeanor, and that is the end. It doesn't matter if someone thinks the act should be totally legal and someone else thinks it should be a capital offense.
It was a misdemeanor committed before he even joined LSU. His most recent offense is also a misdemeanor. They were punished by the state as a misdemeanor and should be punished by LSU in the same light. That means you don't end the kid's career (and thus probably his education).
