College Station lacks any real crime and has the most ludicrously over-staffed police department you've ever seen, so they actively create crimes to have something to do. They display absolutely zero discretion. Things that a real cop wouldn't even notice and if he did would only warrant a "hey get this taken care of" or "hey calm down and go home" will get you arrested in CS.
The absolutely bonkers aspect of that town is that the residents somehow, through the wildest feat of cognitive dissonance ever, hate the University and the students with the same passion that Hitler felt for the Jews despite the FACT that there wouldn't even BE a town of College Station without the University. By the way, I'm 30, long since graduated, and have no criminal record.

A good PO PO would have handled just like you aid. "Hey, cut that shite out and go home". It mite have gone south but give the kid a chance.
