Natural resources in and of themselves do not symbolize wealth. Wealth is the result of transforming raw material into an object of value. For example, if one uses 10 dollars of wood to build a 15 dollar chair, wealth has been created. You can have as many resources as you want, but if you don't have an economy that allows for free people to put those resources to good use, the resources are all for naught.
