Could the United States just pay tribute to the Taliban/ISIS

to ensure that they don't attack the United States again? It's not an uncommon thing to have happen and used to be a mandatory term in the surrender of a nation or a city.
Tribute has been paid by just about every nation at one time or another in its history. Just one example, out of thousands in the known history of mankind, was the Danegeld.
The Anglo-Saxons paid the Vikings/Danish in Jolly Old Angleland shite-tons of tribute in silver and gold to please just stay where they currently were in England and to not expand their base.
Would it be worth it, say 100 billion a year or any type of military equipment they want yearly, to not have any further attacks on the homeland of the United States.

Biden already paid t them tribute by allowing them to keep all of that military equipment.
That was left for them with the agreement that they would let Americans out and no violence would be done to Americans.
Of course biden negotiated from a position of weakness and this we end up in this situation.
