In the GS pay scale if you come in as a GS12 step 1 you will get a step in crease every year until step 5 or 6, after that it is every 3 years until you top out at step 9. This is in addition to COLA. If you want a GS13 job, it is not just a promotion, you have to find a GS13 job opening, apply for it and compete for it. There are other pay scales now like NSP and ACQDEMO that are being experimented with which I like where an organization gets a pot of money and disperses it based on merit.

Depends on what position you get into. Some positions have ladders. But increase to the next level only happens if you meet certain performance levels

That is how it works in the private sector too.

Additionally, private companies can have pay scales for certain positions. You might be happy to stay at a certain position, but don't count on anything beyond a COLA if you hit the ceiling.

The point is that the entry level GS12 after year one will now get a COLA, Step increase, and a 1.9% salary increase on top. So that is like a 5% raise this year? Regardless of performance and outperforming the private sector like it has for the last 8 years plus, no?

You get step increase every year for steps 1-3, then steps 4-6 take 2 years, and 7-9 are every 3.

I'm sure there are some government agency that are FULL of lazy fricks, but DOD actually bust arse at work.
