You are correct, I will edit..
However, some colleges require for you to live on campus, that must be taken into account as well.

Im not debating that scholarships don't add up to much, I was just wanting to say that a 28 is by no means unattainable and the standards for TOPS need to be improved upon. If you need to make a 23 to get into a university, then shouldn't TOPS be close to that.

Yep some do require living on campus.

28 isn't unobtainable BUT with the current Louisiana average of 20, I think not many will achieve the 28. Our kids go to a small Catholic high school. I was speaking with the counselor and the senior class has only 49 students ... she said that there is a HANDFUL of students in the class that have a 28. My son could name 4. A 28, 2 29, and a 32. (It shocks me how they freely talk about their scores ... in my day you didn't do that).

Anyway, I do agree that the requirements need to change and push students (and educators perhaps) to work harder.

I have noticed fwiw that ULL offers various levels of scholarships based on ACT BUT they're further split by GPA. Thought that was pretty smart.
