re: Wonder how Biloxi, Mississippi doing this weekend?

Well I do see lots of dark tans and blacks but.......can someone explain specifically where/when does the 'culture' part manifest itself ? Is it all the rampant crime/black on black murders/filthy rap lyrics ? Please help me understand just how this supposed 'black culture' is defined...perhaps it's all strictly limited to the area known as Wakanda...somewhere in the shite-hole of a continent named Africa..lol !
