Because that didn't happen if you are trying to infer deficit spending.

FY2016-FY2019 deficit spending totals just over $3T.

FY2020-FY2023 (estimated) deficit spending totals $8.8T.

Furthermore, the President doesn't control spending, the House does. Guess who controlled the House when the vast majority of that $11.8T in deficit spending happened (hint: it wasn't any member of the GOP)...
