Too complicated. My guess is that UGA had the facts, reported those facts knowing that he would probably get more than two games, but had a slight chance for better since Gurley fessed up. UGA submitted when they did because they wanted to end the speculation/distraction and move on with the season. The appeal is a standard response and will be rejected.
