The rule states clearly the all it takes is for a player to lower his head and lead with his helmet.
All you see in the replay is the "Crown" of his helmet. By definition, targeting.

He used his shoulder. Just because he puts his head down to toward the ground doesnt mean he's leading with the crown of his helmet. He hit with his shoulder. It was a solid hit that was timed perfectly. This is why you fair catch it. If not you're open to get laid down by someone running from 40 yards out straight at you. Just because a hit is hard or it hurts another player doesn't mean it's targeting. Targeting penalty should be called when it's absolutely obvious someone was targeting. This dude was not. I'm not even sure if his helmet even hit the State players helmet.

ARTICLE 3. No player shall target and initiate contact against an opponent
with the crown (top) of his helmet. When in question, it is a foul. (Rule 9-6)

It was his helmet.. the crown of it.
Some indicators of targeting include but are not limited to:
• Launch—a player leaving his feet to attack an opponent by an upward and forward
thrust of the body to make contact in the head or neck area
• A crouch followed by an upward and forward thrust to attack with contact at the head
or neck area—even though one or both feet are still on the ground
• Leading with helmet, forearm, fist, hand or elbow to attack with contact at the head or
neck area
• Lowering the head before attacking by initiating contact with the crown of the helmet

YEs he did. Watch it in slow motion:
1- He crouches
2- he launches upward.
3- Watch the the facemask of MSU guy. It turns to the right.
4- Watch 22 for bama.. His HEAD clearly is also jarred to the left.
He lowered and led with the crown of his helmet. It hit the facemask of MSU player. The result was both players heads moved to opposite directions.

Really two points being debated. Whether Jones arrived early (KCI) and whether Jones arrived head first (personal foul/targeting). I think Jones caught a break.
