Rick Ross reps Florida, so tbh he's not from Mississippi. Also I didn't "miss" anyone. I listed the first four rappers off my head from Mississippi. I didn't even list my favorite rapper from Mississippi: Tha Joker.

Outkast and Geto Boys is definitely close and really depends on your taste in music. I love old Outkast but pretty much everything they released after 98 is not rap

Houston isn't on the same level as LA or NYC but nowhere is. It's easily on the same level as Atlanta, Memphis, the bay area, Detroit, etc
