I find the Tier One definitions, but no legislation HB1000, for example, that refers to "flagships".
We clearly have multiple Tier One universities in the state. And we have flagships of each university system.
So the flagship university of the STATE of Texas? That's a matter of perception. Unless your link clarifies it.

I just Googled several words from the document I have on my computer.
The first link (containing similar verbiage) directs to a Texas Tech site--which isn't surprising, since they're making a yeoman's effort to up their status.

Again, if you have the stomach to dig through the THECB stuff, it has to be there as well.

Good stuff.
An element in our state very clearly wants to increase research funding to allow for the possibility of additional Tier One research universities (similar to California & Virginia).
The term flagship seems to be headed towards obsolescence.
Which is fine with me.
Success begets success, and the state will only continue to thrive as more of our IHEs increase their quality.
Enjoyed the conversation.

Lol, strong had more 5 and 4 star senior and junior recruits than any team in the big 12 this year and he let them all smoke pot until they were worthless.
