In other words, courts don't want to get in the way of a President keeping information safe from disclosure for the sake of national security. It doesn't follow that a court will view a President exposing confidential information to enemies (or just being sloppy with it) in the same light....

Each agency is likely to have a memorandum regarding declassification procedures in order to protect the documents and to give agency heads the ability to contest declassification. Here is an example.
