Also, I'm not sure about other states, but in Alabama, you don't have to take a class to be able to serve/handle alcohol. I was a waitress/bartender for three years in college and never took a class.

I'm not arguing with you. The fact that certain parts of a stadium can sell liquor because they pay more money is ridiculous. When they first added on the east upper and suites in 2000, the reason that they claimed they could have liquor in those suites was because the addition DID NOT TOUCH any part of Tiger Stadium which was owned by the state, if I'm right. If that's so, then since they could have liquor in the suites, then why couldn't they have liquor in the upper deck above the suites? Then the new west upper deck was added in 2005, it is somewhat connected to the west side of the bowl, but yet, they can have liquor in the club seating, but not in the upper deck above the club seats. They make up these rules, but it basically means, if you pay us enough money, we'll let you drink. It's frickin stupid. Actually I'm all for beer sales in Tiger Stadium.

They have "no drinking" "family-friendly" sections at some ballparks already.

Impossible, at least in Tiger Stadium. You would have 80,000 people crammed into 4 sections.
