That's a big negative. It is NOT a fumble. It is a lateral pass. Sorry. And ESPN drew the line and it landed ON the line. So its a later, not a fumble nor a forward pass.

Good. So a fumble can't occur on a pass play.
So did you look up the difference between a pass and a handoff? Something to do with a throwing motion I presume.

Damn you are thick.
You just quoted that a fumble cannot occur during the act of passing. The toss over the head is considered a pass and get this: a backward pass even. So since we have established that the ball is not a fumble because it occurred in the act of passing and is not an incomplete because it was a backward pass, that leaves a "loose ball", which isn't subjected to the exceptions outlined in te OP

If a center snaps the ball over the QB's head is that a loose ball or a fumble?

That act defined as a backward pass in the rule book, which makes it a loose ball.
But you would know this if you read the definitions I suggested you look up.
