No one has to say it. He obviously didn't have any because he needs it. So OM gave his mom a house in Oxford but didn't give her money to pay for it? That is illogical as it gets.

They want to deflect from the fact that the text implicated an agreement for a monthly amount for the utility bill and that this bill was apparently more than the agreed amount.

It seems like we're seeing them go from circling the wagons to save the program to every man for himself playing a game of CYA. It will be interesting to see who is able to come out of this unscathed, and it may get really ugly before it all ends.
