Never been to : Frankfurt, Austin, Little Rock (other than driving through), Jefferson City
I'd rank
1A. Atlanta
1B. Nashville
Above all depends on what you want between those two.
Then a giant gap to the next tier
3. Columbia
4. Tallahassee
5. Baton Rouge
6. Jackson
7. Montgomery.

Austin should be above Nashville, but it is close. I think Austin is, overall, more educated.

I really love Austin and would move their in a heart beat. That said, I fear it's becoming way too overpopulated. According to the biz journal and many other websites, around 150 move into the Austin metro every day. That's insane.
Just from 2010-2014, it's grown by 15.5% and the metro has reached neatly 2 million.
