Joeckel doesn't belong on this list. He had a season ending injury in year one, a bad season in year two, an ok third season, and got moved to another position on the line in year 4, and looked much better until he got another season ending injury.
The Jags declined to pick up his contract because it's stupid to pay left tackle money to a left guard, especially one coming off of a second major injury. The Jags will either re-sign him as a left guard, with a LG appropriate salary for next year, or he'll get an offer to play LT for another franchise.
It's not exactly a stellar start to his career, but it's not anything like Russell or Richardson, and the fact that his team still wants him as a starter on their o-line, I think, takes him out of the "Bust" category.

I remember his first career game against Philadelphia. He took a handoff up the middle, lowered his head into Kurt Coleman and absolutely destroyed him. After that run, I thought he was going to be an elite RB in the NFL. I was stunned when he busted so badly.

Although it was defense and the kicker, he did also manage a game well enough, to have that winning streak, for the Broncos to make the playoffs, and actually win a game.
From low picks, Johnny is the clear answer.
For the OP, I'll go with Russell, but it's closer than I thought. Luke isn't considered for me, due to injuries.

Im an LSU fan and knew Russell would be a flop in the NFL . Everyone raved about the Arm but the dude was not that bright . Couldnt see him reading defenses and changing plays at the line in the NFL. When he went #1 and signed that huge contract i was like .

Russell clear #1 but I think Richardson was biggest surprise. I thought he would end up being the best of Bama RBs in NFL and Ingram would end up on this list. Got it backwards

Its a shame you only mostly hear about the guys who handle the ball. These are some bad ones...especially Joeckel. That guy was supposed to be a can't miss stud.

Plus if tebow would switch to a couple different positions in the league, he would have a spot on a roster. Wanting to play only QB hurt him. He's a physical freak and would have made a great TE

If your #2 pick left tackle gets moved to guard he's a bust. You don't draft guards with the #2 pick.

I watched a documentary on him trying to make it back. he talked about how his Uncle(?) died and he just wasn't in to football anymore. He said he kept coming back because he felt obligated instead of wanting to be there. I think it wouldn't have been as bad had he not held out into the season to get the $30 mil contract.

Guy has been garbage. Was suppose to be the next Tony Boselli but ended up not even being average. Then again the jags seem to draft the worst of the worst.

No he hasn't. He started the very next week and graded out as the best OL for the Rams. Dude has been less than stellar, but it is still his third season. He was extremely raw coming into the league and everyone knew that. He can still have a good career if he gets it together.

The Browns traded #4 overall, 4th round, 5th round, and 7th round picks for #3 overall.
The Browns traded him for the Colts 1st round pick in 2014. Then Richardson was demoted behind Donald Brown later in the year.
The next year, he spent most of the year splitting carries with Ahmad Bradshaw but became starter for 2 games til Dan Herron passed him up.
