Here is how the SEC ranked:

11. Jalen Hurts, Alabama
12. Jarrett Stidham, Auburn
14. Austin Allen, Arkansas
15. Nick Fitzgerald, Mississippi St.
21. Jacob Eason, Georgia
23. Shea Patterson, Ole Miss
24. Jake Bentley, S. Carolina
35. Drew Lock, Missouri
48. Kyle Shumur, Vanderbilt
62. Jarrett Guarantano, Tennessee
63. Danny Etling, LSU
76. Drew Barker, Kentucky
77. Felipe Franks, Florida
78. Kellen Mond, Texas A&M

So the Top 4 and five of the Top 6 best quarterbacks in the league are in the West. Will this imbalance ever end?

A redshirt freshman that hasn't played a snap probably shouldn't be ranked and if he is ranked there should at least be indication that this a projection of where they think he is right now without having played rather than based on anything.
