How would you police such a thing? I guess maybe you could have those without the vaccine wear some sort of identifying mark. Maybe like a triangle, or a star?

They give you a card when you get the shot plus it is in a data base. It will be like drivers license.

Do you mean mandating getting the vaccine or mandating having it to be in certain public spaces? I don't like mandating the vaccine, and on the fence for the other one. I live in Missouri and I think our recent outbreak has been from poor leadership in encouraging the population to get vaccinated/making the vaccine available enough. I like the idea of restaurants and bars and big, highly populated events choosing to be vaccine only, but not sure it needs to be government mandated.

I thought a driver’s license was too hard to get for some portions of the country so we can’t make it a requirement.

They can and they will. This will especially be the case later this year when the CDC fully approves it. Once that happens there will be no more excuses. Get the vaccine for your country or get the hell out. I can see the slogans now:

I think the simplest solution to this is if you choose not to get vaccinated, you should pay more for your health insurance. Sort of similar to smoking.

I would argue they explicitly can't. I guess they could just flat out ignore that? It wouldn't be the first time. We all seem to be making up the rules as we go along here.
I know they can't in Texas (thankfully). Governor already outlawed vaccine passports to preempt any frickery from the Feds. And from what I understand, the State (Texas) has the last word.

They can and will, the only thing stopping the Feds at the moment is that they need the green light from the CDC. Once that happens all this stupid shite that the sourthen states are doing wont matter.
