Florida?

Or the SECG loser?

(*Assuming a Notre Dame/SECG winner NCG)

If Notre Dame wins tonight, Florida to Sugar and UGA/Bama to Capital One.

Florida. The SecCG loser always gets penalized for playing an extra game.

If there is an all SEC championship game, then nobody. That's what I want.

In 2008, Alabama lost the SEC championship game to Florida, and they went to the Sugar Bowl. Of course, Bama didn't really want to be there.
