It's the same story over and over again. This is obviously not the first time this issue has been brought up in our history. Instead of Irish and Italians, it's Mexicans and Central Americans.
Set the process in place to allow legal entry with set requirements. Immunizations, quarantine, general record keeping, and secure the border.
No immunity, but no forced deportations, expedited naturalization of illegal immigrants currently in country and a straightforward and efficient process for future arrivals.
Secure the border against the shitty elements that are looking to enter the country without going through the proper processes.
Should be fairly straightforward in my view.
