They still are. The City of Glendale couldn't even handle working with the Super Bowl Committee over the past two or so years over basic logistics. The NFL Experience block party deal ended up in downtown Phoenix, 20 miles from Glendale. ESPN and media all set up in Scottsdale, 40 minutes away from the stadium.
Hopefully the Suns decide to make a move on getting a new arena built soon to share with the Coyotes. I think downtown Phoenix would be ideal. Scottsdale may work as there is money and businesses based here and is an actual destination part of the metro area. Mesa, Chandler, and Gilbert are nearby with big populations that currently have to deal with a 60-90 minute drive one way to get out to Glendale on a weekday.

Meh, Glendale's pretty much broke. Between subsidizing a hockey team with what is essentially an arena management contract that's ridiculously high and essentially equals a welfare payment, handling an elaborate spring training baseball park that was completely crazy, and fighting their trash collection people in court they probably couldn't afford to run utilities out to wherever the networks wanted to set up.
I don't like anyone on the Glendale City Council from what I've seen of them. However, trying to get out of a contract that costs the city dearly supporting a team that can contractually leave in three years anyways seems like a smart move to me.
